Social Inclusion of Vulnerable Groups of Inhabitants of Thua Thien Hue province in Vietnam in the years 2006-2009

Project intentions

1. Intention of the project lies in contribution to resolution of key social problems of the Thua Thien Hue province, primarily of Phong My community.
2. The project reacts to current needs of Vietnam and locality of Phong My in the field of social services and is in accord with long-term priorities of the Vietnamese government. It will focus on improvement of living conditions of the community through social inclusion of vulnerable and disadvantaged groups of inhabitants - persons with health disabilities, unemployed, seniors, single mothers and children.
3. Special attention will be given to improvement of availability of social services for members of ethnic minorities.
4. The project will simultaneously increase awareness on difficult social and health situation of the community inhabitants within local and central institutions.
5. For this intention to be carried out trained and experienced social workers will provide modern social services with stress on direct intervention in households of socially disadvantaged persons. At the same time this will strengthen the atmosphere of trust among local community members and state and non-state institutions representatives, who deal with issues of social inclusion. Development of economic activities within protected work-shop will also contribute to cementing of the community and inclusion of socially excluded persons, especially persons handicapped by consequences of dioxin incidence and their families.

The project expands volume of knowledge on real social and health situation of the locality and possibilities of its resolution with potential application to further similar localities, which respective state and non-state institutions have at their disposal.

According to project documentation the direct target groups are:

• physically disabled from Phong My municipality, directly handicapped by dioxin incidence;
• persons whose social situation requires intervention (mainly unemployed, seniors, single mothers with children), who are forced to handle the dioxin incidence;
• social and medical workers;
• local leaders and key persons of the community (and the neighboring communities) and the local People's Committee of the Phong My municipality;
• other key groups, which will be defined by local organizations...;
• partner organizations - Hue Medical school, People's Committee of the Phong My municipality.

Other target and cooperating organizations:

• other interested Vietnamese state institutions;
• other scientific institutions and faculties;
• partner organizations: Hue Medical school, People's Committee of the Phong My municipality;
• other cooperating experts and the counseling group members;
• buyers of the protected work-shop products;
• institutions with interest in resolution of social and health problem of the province.

Goal and Outputs

Goal 1

Improvement of social inclusion of vulnerable and disadvantaged persons living in Phong My community, major attention will be given to the persons directly handicapped by the dioxin incidence or consequences of the incidence.

Outputs

• Implemented research in the field of social inclusion of the vulnerable and the disadvantaged.
• Continuous provision of social services and care by trained workers. Help for persons endangered by social exclusion provided in the form of social care, assistance and integrated rehabilitation. Continuous monitoring of social and health situation (social inquiry, medical examination - minimum of 30 interventions will be carried out per month).
• Organization of practical professional training for community members and evaluation of its impact. The training for them will be prepared.
• Establishment and operation of protected work-shop for physically disabled.

Goal 2

Strengthening of community cooperation and professional capacity and platform for social and medical community workers.

Outputs

• Creation of local working group, which would participate in solving local problems and would be a counseling organ of the project.
• Supply of instruments and materials for local social and medical workers.
• Preparation and distribution of education and information materials, which will inform in an appropriate form local social and medical workers and community members about social and medical prevention, care and possibilities offered by this project.
• Processing and distribution of the case study.

Project Mandate

The project is linked to the following political conceptions and documents:

• Main political goals of the Millennium of the Socialist Republic of Vietnam.
• Principles of international development cooperation after accession of the Czech Republic to the European Union - implementation of the project of bilateral international development cooperation (Socialist Republic of Vietnam, the Czech Republic). Socialist Republic of Vietnam is among priority countries based on the Government Decree of the CR no. 302/2004.
• Development cooperation program of the CR and Socialist Republic of Vietnam, mainly to its sector priorities: education, sustainable development, work and social issues, countryside development, curtailing of poverty among inhabitants, rehabilitation from dioxin incidence.

The project was allocated to our organization on the basis of notification of the contractor, namely Ministry of Labor and Social Affairs of the Czech Republic. The notification was given in the form of decision to allocate public order. Based on this decision, the contract was signed under evidence number 957 with Ministry of Labor and Social Affairs, which thereby entrusted us with realization of development project in the Thua Thien Hue province in Vietnam in the years 2006 - 2009. The order was allocated to us on the basis of open order procedure published on 30 June 2006 under evidence number VZ 50023216.

The project, which is subject of contract implementation, was supported by assurance of cooperation by Medical University in Hue and representatives of People's Committee of the Phong My municipality. From the period of project preparation we started cooperation also with company DWW (Development Worldwide), which is active in the given province within projects related to environment rehabilitation of the province. Furthermore we cooperate with organization "The Orange Project", which is active in the field of help to handicapped children in the area of the same province. Members of our team are experts from the Czech Republic and Socialist Republic of Vietnam. During the project we will establish other partnerships.
